As you probably know, you should put something on top of your naked rebar if you have any sticking up.
Last year someone (Seti? Susan?) brought some PVC T's for capping rebar. What you should use (according to OSHA) is an orange "mushroom cap" but they cost about $3 a piece. The PVC T's seem to be about as sturdy and I've seen them for 27 cents a piece.
At night it's good to have a light on it. What about jamming a light stick into the cap?
This is a mini lightstick which cost a quarter and lasts all night. It needs to be replaced at dusk every night so you'll need 7 per rebar.
Here I've drilled a 5/8 hole in the T and put the light stick in there. This gives a little better visibility from all angles but requires a bit of work with a drill ahead of time.
These are a little easier to replace because they just drop right in.
